CPSR

According to regulations, any cosmetic must submit a complete Cosmetic Product Safety Report (CPSR) before being placed in the market to ensure the safety of the product. CPSR is an important part of the Product Information File (PIF) associated with cosmetics, which mainly includes two parts: cosmetic product safety information and cosmetic product safety assessment. The CPSR is a comprehensive report stored in various databases, which should at least contain all the information defined in Annex I of the regulation. In order to facilitate retrieval, the information provided by CPSR should be straightforward and easy to understand.

It should be noted here that not any person or organization can perform the cosmetic product safety assessment. Regulations require that safety assessments need to be performed by personnel with diplomas or other formal qualifications awarded on completion of a university course of theoretical and practical study in pharmacy, medicine, toxicology, or a similar discipline, or a course recognized as equivalent by a Member State.

According to Annex I, the CPSR must contain two parts A and B:

Part A: Cosmetic Product Safety Information. In the case that the customer has no relevant data to provide, we can conduct the necessary tests and supply the corresponding data.

• Stability, and physical/chemical characteristics
• Microbiological quality
• Exposure to the ingredients
• Foreseeable use of the product
• Exposure to cosmetics and their secondary exposure routes
• Information about packaging materials, such as impurities, traces of prohibited ingredients, etc.
• Toxicological characteristics of ingredients
• Undesirable effects and serious undesirable effects
• Other data related to cosmetic product

Part B: Cosmetic Product Safety Assessment

• Safety assessment conclusion
• Instructions and warnings about product use and labeling
• Reasoning
• Assessor's credentials and part B approval
