Different countries and regions regulate cosmetics under different legal frameworks. There are different ingredients prohibited in different countries. It’s against the law for a cosmetic to contain any ingredient that makes the product harmful. Cosmetic manufacturers have a legal responsibility for the safety and labeling of their products.
FDA has regulations that specifically prohibit or restrict the use of some ingredients in cosmetics, but some substances are consider safe when control under certain amount. Some substances are a trace contaminant in some cosmetic products. They are not used as an ingredient in cosmetics, but may be present in extremely small amounts in some cosmetics as a byproduct during the manufacturing process of certain cosmetic ingredients. With the improvement of production technology, many by-products contaminants contained in cosmetics are becoming less and less.
